Declaration format
The Declaration follows a fixed structure: a Preamble (shared values and purpose), then seven sections — one per Area of Focus. Each section contains: a short context paragraph framing the challenge; a set of calls to action beginning "We call on Rotary clubs to…" (concrete, measurable, ambitious but not mandatory); and a Youth Commitment. It closes with a Defence of the Declaration and a Final Statement with signature blocks. Conventions: each call to action is one clear, actionable clause; prefer measurable verbs ("organise at least one…", "nominate one candidate per year…"); keep clauses realistic for clubs of different sizes.
