Rules of Procedure
The full Rules of Procedure (Rotary Forum Youth v2.0) will be published at a later date. The key principles are outlined below.
- 1
Working language is English.
- 2
Roles: delegates debate and vote within their committee and in plenary; secretariat members chair sessions as chair-facilitators and manage the speakers' list — they do not vote in the committees they chair but have full voting rights in plenary.
- 3
Committee phase: each committee analyses its area and drafts its section (calls to action + youth commitment) on the official template.
- 4
Plenary phase: committees present their sections; delegates may propose amendments.
- 5
Recognition: delegates speak only when recognised by the chair; speaking time may be limited for balance.
- 6
Amendments are submitted in writing and debated before a vote.
- 7
Voting: each section of the Declaration requires a two-thirds majority of all 40 participants (27 votes).
- 8
Decorum: everyone observes the Code of Conduct and the spirit of the 4-Way Test.
- 9
Decisions are reached by consensus where possible; voting resolves remaining disagreements.
